Cook the macaroni in a large pot of salted boiling water according to the package instructions. Drain and set aside.
In the same pot, melt the butter over medium heat.
Whisk in the flour and cook for 1-2 minutes until thick and bubbly.
Slowly whisk in the milk. Cook, whisking constantly, until the mixture thickens and comes to a simmer.
Reduce the heat to low and stir in the cheddar cheese until melted and smooth.
Add salt and pepper to taste.
Add the cooked macaroni to the pot with the cheese sauce and stir until well combined.
