Heat the oil in a large Dutch oven over medium-high heat. Brown the ribs in batches, 3–4 minutes per side, until deeply golden. Transfer browned ribs to a plate.
Reduce heat to medium. Add the sliced onion, carrot, and celery to the pot and sauté until softened, about 6–8 minutes. Add the smashed garlic for the last minute so it doesn't burn.
Pour in the apple cider to deglaze the pan, scraping up those brown bits — that's where the flavor lives. Let it reduce by half, about 2–3 minutes.
Stir in the chicken stock, crushed tomatoes, Worcestershire, brown sugar, and herbs (rosemary, thyme, bay leaves). Return the ribs to the pot, nestling them into the liquid so they're halfway submerged.
Bring the braise to a gentle simmer, cover the pot, and transfer to the oven. Braise for 2 to 2½ hours, or until the ribs are fork-tender and the sauce has thickened. If the liquid reduces too fast, check and add a splash of stock.
While ribs finish, make the mashed potatoes: simmer potatoes in salted water until fork-tender, about 15–20 minutes. Drain well, return to the pot, and mash with butter and warm milk (and sour cream if using). Season with salt and pepper. Keep warm.
Finish the ribs: remove from oven, transfer ribs to a platter and tent with foil. Skim excess fat from the braising liquid, then place the pot over medium heat and simmer to concentrate the sauce if needed. Stir in 2 tablespoons butter for a glossy finish, taste and adjust seasoning. Spoon sauce over ribs.
For the greens: heat olive oil in a large skillet over medium. Add minced garlic and red pepper flakes; cook 30 seconds until fragrant. Add the chopped greens and a splash of water or stock, cover and wilt for 3–5 minutes. Uncover, season with salt and pepper, and toss until tender but still bright.
Plate: a generous scoop of mashed potatoes, a couple of ribs draped in that rich sauce, and a heap of garlicky greens. Sit down, breathe in that good smell, and enjoy — you did a lovely thing, dear.
