Whisk together the soy sauce, vinegar, sesame oil, honey, cornstarch, and water. Stir in the ginger and garlic.
Heat 1 tablespoon oil in a large skillet or wok over high heat. Season the chicken with pepper and stir-fry for 5–7 minutes, until browned and cooked through. Transfer it to a plate.
Add the remaining oil. Stir-fry the mushrooms for 2–3 minutes, then add the broccoli and a splash of water. Cover for 2 minutes so the broccoli turns tender-crisp.
Return the chicken to the pan and pour in the sauce. Toss constantly for 1–2 minutes, until glossy and thickened. This is where the high heat does its lovely work.
Serve immediately over rice, garnished with green onions and sesame seeds if desired.
